Unfortunately, while I've found quite a bit of information on the subject, most of it seems to be speculation or the result of people using mods.
I know there's a slight chance an NPC will join you if you rescue them/buy their freedom/bail them out, but my experiences lead me to believe that there's more to it than that. So I've been searching the various forums on recruting slaves and prisoners without mods.
